Game can't see save files [possible solution]
First off, this is how I solved my problem, it might not work for everyone with this problem but I think it's worth making this post and documenting it so anyone encountering this problem in the future might be able to give this a try.

When I saved my game it appears to be saving properly but when I try to load, no save files are detected, when I go to the save location to check if any files are created I noticed that my saves are actually there.

So the next thing I did was to check if the files are actually legit, I copied the folder containing my save files to a new folder I created on my desktop, I then used the save file fixer thing that the game has and scanned this new folder on my desktop, it showed the info and verified that my files are all correct and not corrupted so I then figured that the problem must be with my directory.

Because I'm not american and thanks to Windows 10, when I first created my windows 10 profile it decided to include a foreign letter, in this case part of my name which is "嶽", in the User profile, which apparently is causing the game all sorts of problems reading my save files.

After going through several posts I found one post on the official forum of 1C detailing how to change the save game location and decided to try it, and finally after changing the save game location, I can finally save and load my game without any problem.


[SOLUTION]
First create a folder on where you want your new save location to be and then go to your game directory which is usually "Steam\steamapps\common\King's Bounty - The Legend", and find a "data" folder and look for the "app.ini" file inside it, then use Notepad++ to edit the file, inside you'll probably see something like this

# %PERSONAL% - My Documents
# %USER% - Current user name
# %env% - Value of environment variable with name "env"

sets ~personal_path "%PERSONAL%\My Games\Kings Bounty"
#sample
#sets ~personal_path "%LOGONSERVER%\\\My Games\%USER%"
#sets ~personal_path "My Games\.\%USER%\..\vvv\."
#sets ~personal_path "\\server\!upload\xxx\yyy"
#sets ~personal_path "c:\xxx\yyy"

This is the line you'll want to change

[ sets ~personal_path "%PERSONAL%\My Games\Kings Bounty" ]

What you want to do is change the path inside the quotation marks to where you created your new folder, which'll probably look like this

[ sets ~personal_path "D:\King's Bounty - The Legend" ]

then what you want to do next is to go back to where your original save files are and copy everything to this new created folder, and then you're done!

Another thing I found is if the personal_path name is to long.
You can not save.
When is it shorter, the program save correctly.
I set mine to
[ sets ~personal_path "C:\Games\KBL" ]
Didn't help for me(

so i made a $save fie and created in the games files locations and then i went to app.ini and made [$save] and it stilll didnt work,did i do it right?
