After I used Brother through the whole game, he ended up at level 60 while most others were 10-20 and few at 30. Because he already had such high level it was easier to go for achievement that requires all Citizens at level 30. Just add any two characters into his group, start battle at VS arena with 5xGroovy Gals and kill them all in 1 turn for 1000 exp.
And I did not use Yoga Teacher (after I tried what she does on one random character) because it would imbalance the game too much. And that would be hard to fix even with School Mascot (some battles would be easy, others would become like hell at the same difficulty). Killing 1 enemy in the back for 100 exp to get several level and removing those levels for boost then gaining those levels back with next attack would be too OP and does not require anything, so it's like unlimited stats (I don't know if there is really a limit on them or if you gain less stats with each boost).
I'm a little surprised no one has mentioned the Programmer + Gambler combination.
You need to Yoga the Programmer's Agility to be a fair amount higher than the Gambler's to use this combination reliably.
Reroute then 42 Pickup.
I believe this is one of the strongest single target combinations in the game, and this isn't counting your third character.
Architect: Can buff the attack of the Gambler with Rebuild and/or Permit, bypassing reroute with Tape Measure.
Musician/Mascot: Both give aoe damage, are able to heal your allies and their energy steal skills can be rerouted (stealing all the energy from your selected opponent if it's still alive).
Pretty much any character whom can heal, buff, aoe or restore the Programmer's energy will work well with this combination. Just try not to kill the enemy between Reroute and 42 Pickup, or use buffs/ heal while Reroute is up otherwise they'll hit the enemy instead.
Btw, aoes will still do more damage with more enemies, just all the hits will be focused on one opponent with Reroute up.
This is what I did throughout the main game. Now I'm in the grindy end parts, and I'm not using that tactic as much.
