Lighthouse glitch?

When I get to the lighthouse, it tells me that it is off. I don't get an option to flip the switch. Is there a prerequisite before I can flip the switch?

Are you doing it after visiting Capital or before? My order of events was like this: take taxi to Capital, finish events there, go back (road is closed again), talk with Lifeguard on the Beach, try to pass Squid, turn on Lighthouse. Not sure if talking with Lifeguard was needed or not.

I went to the capitol, but went back before finishing chapter 2. Been stuck on the other side of the bridge without a way to get back to the capitol.

Did you try talking with Lifeguard? She says that she can't leave because of Squid, so maybe it's the trigger that you need.
By talking I mean Recruit option, not Chat.

Try to recruit the lifeguard, then try to pass the squid. It should unlock then.

I had to talk to the squid again after the lifeguard. I had done it earlier, but I think I had a crash between getting the bright idea quest and my next save, so when I found the lighthouse, my VP didn't have the quest.
