However, someone in the US will not be able to download the game through Steam. Instead they should go to the website and download the client there. So if your friend isn't already playing on the US servers it would be an option to play on the EU servers together (he wouldn't be able to use any US account and would have to start over to play with you otherwise).
This is possible because the EU region block is very specific, it only blocks Korea, China, Japan, Singapore, Philippines and Malaysia.
So it would be like this:
- you download the game through Steam and make an account that is linked to your Steam
- your friend downloads the game from the site and makes a non-linked account
- log in
- play together on European servers
That's what I said right? I just took more words for it, and told him that his friend cannot download it from Steam (because in the US steam only offers the US Dragon Nest, while in Europe it offers the Europe Dragon Nest)
