Since lancea hasn't even come out yet, I'd say around the start of 2016.
(SEA already has a new class, We still dont have lancea yet.)

There is no official date for Dark Avenger yet. Lancer will come later this year.

You do not need a Warrior for the Dark Avenger class. While it based on the Warrior class, it is a separate class. You cannot jobchange into Dark Avenger. While I cannot confirm how it will work exactly in Europe, on other servers players had a limited time (around a month) to create a Dark Avenger and level it to 80. Dark Avengers that didn't make it to 80 got deleted.
