It is unlocked by seeing the Captain Sign relax dialogue in the agency.

I'm in post-game. I haven't had any relaxation events since the one after completing the final Double-T mission. I check at the start of each new day (after hearing the jingle), but so far; nothing.

I'll admit I'll be a little salty if getting locked out of the final achievement is purely down to RNG.

Just checking on this. There's no RNG for the relax dialogues and they don't refresh on time of day...

Like I say, no new relaxation events since the Double-T one, and before going into post-game I checked back at HQ after every major event, mission completion etc. I have the achievement for the one associated with Shiori, but I never got the Captain Sign event.

Just checked, the requirement for this relax dialogue is owning the Captain Sign truck sticker. Have you purchased that?

Yup. I have the sticker. I bought up everything in Captain Sign's shop as it became available.
