Maybe it was balanced this way on purpose, but it does some rather unfitting and one of the very few flaws.
There's also some challenges where you have to deal over 80 damage. You can easily fail those challenges because the card battle system is just RNG. UR cards will still do single-digit damage if they are the wrong attack type.
By the time difficulty 3 missions roll around, you should have upgraded several of your cards already.
If that's not the case, that just means you steamrolled through the story without doing much exploration.
