Vassalage is an assured way to get the vote, in most cases the vassals that you will take are not going to be the largest nations on the map. Ultimately what the votes come down to is 'united' vs 'harmonious' stance in political view. Harmonious is usually achieved through marrage but can also be obtained during two kings reigns in which either or both send gifts of high value (land, gold, break deals, etc).
Claiming the title and the normal electoral vote that comes around every so often are differnt events. When you try to claim the title you are trying to claim it in the sense you know that you will win. If you make a claim and lose then the penalty is war with the largest nations. Do you recall the approximate size of your kingdom vs other nations(in general)?
Yeah of course I know what's involved. I was the largest kingdom by far and the 7 electors (meant 7, 5 is the event) were all my vassals. The 7 slots on the right were all filled with their shields in my favour but the game didn't recognize that.
Vassals for other guys votes and reducing everyone else in size.
If possible then realms far apart form each other or they go at each others throats.
