So I am looking for the mage apprentice that's supposed to to be on Horseshoe street and I swear I've talked to everyone there ( Including the Marketplace) and I couldn't find them. Can anyone tell me where they are?

At night, it's the house in the upper left of Horseshoe street, it has pumpkins hanging from above the door. You can only enter at night.
