IT IS NOT FIXED. Just because you found a fix to work for you, the common fix that has been around since August, does not mean the issue is fixed. If the issue was fixed, then it would work with Steam controller support enabled. There is still an issue, and countless controllers still have issues. Stop posting this on every controller question out there, because I can assure you anyone asking the question has already tried this.
The work around: Disable steam controller support AND plug in the controller via USB.
Wireless controller support and steam support is broken in this game and still needs to be fixed, but in the meantime, PLUG THAT CONTROLLER IN VIA USB and disable steam input, and you should be good to go.
Also DS4Windows gets flagged as cheat software by EA's anti cheat system, so you can't use DS4Windows.
From the steam main application (not Big Picture) click "Steam" in the upper left corner
Click "settings"
Click the "controller" tab
Playstation Controller support is enabled
Click Edit on Desktop Layout
Click Edit Layout
On the left you'll see the PS buttons, on the right you'll see if it's assigned to a key on the keyboard.
Keep clicking through the buttons on the left and on the right click remove command for everything.
Also under Library. Right click the game, select properties and controller, I have Disable Steam Input.
Not sure if this solves your particular problem but worked for me.
For me i just had to disable steam input, steam thinks the game doesnt have built in controller features so it makes stuff up, thanks for the suggestion though
before i disabled it the controller would work it would just show XBOX controller controls which was very confusing and made the game unplayable
