Playing Madden 25 Offline

Where I work, I spend long periods of time with unreliable or even absolutely no internet. Everywhere I looked it says that Madden 25 will play offline, but so far, I can't get it to run.... it doesn't give me any kind of "you must connect to the internet" errors or any errors at all for that matter, the game just doesn't start. If I am back at the office or hotel and am able to connect to the internet, the game runs great. I tried setting Steam AND the EA app to offline mode and it didn't help.

Any suggestions?
