If you have any software like DSX, DS4Windows or ReWASD installed please uninstall those.
Then if you have multiple Bluetooth hardware installed, unpair all Bluetooth peripherals first, then enter into Device Manager, expand the Bluetooth section and right click and disable any extra Bluetooth hardware not in use (if you are using a USB Bluetooth adapter).
If you have only one Bluetooth device, right click the Bluetooth adapter and click uninstall. If it displays a checkbox to delete the driver, tick the option and click the Uninstall button to confirm Uninstallation. When that is done, don't scan for hardware changes. Instead visit the Bluetooth manufacturers website and download the current software available and install that as administrator. Then restart the machine.
After it has loaded into Windows again, pair the PSVR2 controllers in Windows and try loading the PlayStation VR2 app and SteamVR.
