Have you tried turning on steam vr manually?

Other dp ports. Some laptops have DP ports of different speeds. maybe graphics cards too (I don't believe it).
Cable is compatible with dp 1.4.
Your monitor doesn't have some huge resolution and high refresh rate, it was a problem with some radeons.
You can try to run sony app from the console, maybe it will write something.
You can try Sysinternals Process monitor, and try to see what the sony app is trying to read or save.

If you have the index connected, you should unplug the plug.
Probably uninstall steam vr and reinstall after restarting the computer.
Edit: Plus I still have the Oculus app and my library still installed on my PC. Could that also be the issue?
I haven't seen any entries about the need to remove the oculus software.
You definitely need to remove ivry.

Yes, it says "headset not detected". The PSVR2 app still crashes few seconds after start.

Tried multiple ports, all 3.0, app crashes.
I tried all DP ports, I don't have a laptop, I have 4090.
The only thing I am not 100% sure is if the cable is DP1.4 because I did not buy it - I don't know how to verify that, I will buy 1.4 cable and check. But still the app should not crash without any error message.

I once had a similar error and it was something like some spy couldn't connect to the internet.
Don't try to install old directx and similar it didn't work.
The problem was something with the aws cloud and it was on the game developer's side.

Maybe start by deleting the sony app, and reinstalling it.
Preferably on c: maybe there is a hard path somewhere (I don't believe it)
