i absolutely love the game, but

for some reason, when i play the game, my fps counter clearly displays a nice 60 - 70 fps, but when im watching the cutscenes, the video is delayed and the audio sounds off, PLUS when the gameplay finally loads, it absolutely tanks down to 20fps, i genuinely dont know why. I ended up buying the game on mobile and playing it but i just really wanna get it working on my laptop as i also still paid for it.
i can for some reason run games such as GTA 5 and Forza Horizon 5 at high graphics at 100 fps+, yet my laptop struggles to run this game even with the laptop graphics mode, please help.
