I saw this program (and its wacky price tag) and came to the community hub hoping someone would drop the name of a freeware version, since it is kind of a useful (yet extremely basic) feature. Thanks steam community!
Steam OS is simply Debian with Steam preinstalled. Nothing more, nothing less.
...but 17 € for something that could be a exercise at college?
If I had the sheer balls to put something like that for 17€ on steam, I would also write myself a nifty Android-App, that makes my phone go 'ka-ching', each time someone is buying my window-organizer. And at the end of a rather successful day, I would go to the ATM, pay out all the money I earned in 5€-Bills, make a neat pile out of them and then roll around on it, laughing myself to sleep.
