Report a translation problem
While the ability to create mods is tied to Steam (only because SED is currently only available on Steam), the ability to pack, share, and play mods is not.
If you put in a custom mod's .gro file (that can be uploaded to/downloaded from anywhere like Mediafire or MEGA or even Discord) in Content\SeriousSam4, it should appear in-game through the unrestricted executable even without an online connection to Steam since it's reading directly from your local files.
All this locking of content behind a singular platform these days really sucks, especially when it comes to mods.

I have GOG version only.
It's unfair !
Gating mods behind a single platform has nothing to do with it. Especially when the mods could easily be used anyway as PikaCommando described, if the GOG version simply got the unrestricted .exe too.
