But I don't really think he wanted to kill them. After all, Brand says Mental would be most pleased to see Sam humbled, which I interpret as being processed or somewhat turned into powerful ally of Mental.
Personally, i think that back then, Mental and his minions didn't really considered Sam as big of a threat as he turned out to be. I think Mental learned that Sam must be stopped at all cost once he killed Ugh-Zan VI, that's why Mental send Ugh-Zan IV just to keep Sam on Earth for long enough to die from the moon crash.
And why doesn't VI have four arms, like all of the others of his kind? And did they just retcon Ugh-Zhan's regenerative abilities to make it into a machine thing, rather than an innate biological ability? I swear Croteam stinks at creating consistent lore. Every game is full of unnecessary retcons.
Ugh-Zan VI, also known by his titles the Gargantuan Guardian, Warlock of the Portal, and Tah-Um’s Foot (the latter losing something of its originally quite threatening tone in translation) was until very recently known from second-hand accounts. An informant working with the French Resistance suggested the existence of an enormous humanoid, possibly related to General Ugh-Zan IV (presumed to be killed in the Battle of Alpha Centauri) and Ugh-Zan V (obliterated in Oslo), but details were scarce and General Brand suggested the information might be faulty. In actuality, he does exist, and has he has some sort of rods attached to him that help him heal.
In appearance, he is a massive humanoid creature covered in metal plating. Unlike other members of the Ugh-Zan dynasty, he only has two arms.
