If you didnt then maybe he wont join.
1. What you can do is first enable debug mode in
C:\Users\[user name]\Documents\Baldur's Gate II - Enhanced Edition\Baldur.lua
by adding the line
SetPrivateProfileString('Program Options','Debug Mode','1')
somewhere in the file (just open it with a text editor).
Save the file and start BG2EE.
2. Go to the slums and press ctrl+blankspace. This will open up the debugger. Type the following command:
C:CreateCreature("JAN10")
This will spawn Jan. At least for me, he now initiates dialogue (trying to sell me illegal things) and the scene with the guard plays out. Since this does not take place in the government district, there will actually be no guard, but the dialogue will still show. Just say that you and Jan talked about the weather, and he will join your party.
I don't think you actually have to be in the slums for this to work, it was just where I tried it and got it to work. The "10" in JAN10 is the level he will be, you can replace this with any of the values 8,10,11,12 and 15 (I think).

doesn't turn up anything. The internal bug tracker is secret and not even read-only. It could be another bug they cannot fix because they don't know how. It could also be that one needs to rest and retry at Jan's house. I haven't heard about such a problem before.

I wonder when beamdog will fix it, but I don't think they do surgery.
