Report a translation problem
From the red dragon's corpse in Windspear Hills, talk to Lord Jierdan Fikraag in the Copper Coronet and accept the quest. When you enter Windspear Hills, the quest should trigger. Killing the dragon is optional but you wouldn't want to miss out on the armour you can make from the scales (good for Minsc/Dorn/warrior protagonist!). The dragon also drops the Carsomyr +5, which can only be wielded by a good paladin.
Rashaad's Talon +2 is given to you by the genie Khan Zafraa if you bring him the Raksasa enemy's head.
it also drops from the "Furious Genie" in Hexxat's last quest, a "boss" with nice experience. One of the reasons I love Hexxat's quests - the storylines and the loot (and experience from killing).
Funny, the name almost coincides with "Rasaad Bashir" the monk Party NPC. Kinda Arabian names... not surprising though, coz my first time hearing of a djinni would be in Disney's "Aladdin".
Rashaad's Talon is a generic +2 scimmy.
The dancing sword is a longsword I think and you buy it off a trademeet merchant after you get the genies to leave.

Cromwell, the dwarven smith in the Docks district, will forge items in SoA for you. You won't get the final component for Crom Faeyr until the Underdark. You can't merge the 2 different dragon scales together, though that would certainly be cool...
Before I forget: someone mentioned the genies in Trademeet. Before finishing their quest, pickpocket the genie outside their tent! Depending on your skill level, maybe drink a potion of master thievery and/or use gloves of pickpocketing...needless to say, quick save before you try. You'll end up w/ a nice item! I assume you already pickpocketed Ribald in the Adventurer's Mart (Waukeen's Promenade) for a free Ring of Regeneration. And the Ring of the Ram from Tolgerias (Council of 6 bldg in the Govt District).
