EE Keeper -> change to half elve -> progress a day of ingame time -> load it up again and check in the local variables (of Viconia) and the global ones (in general) if the romance triggered, if not you have to add them yourself:
Globals:
CHECKVICONIAMATCH 1

VICONIAROMANCEACTIVE 1

Viconia takes >a long< time to start talking to you, so I can't give you a rule of thumb to check wether or not it worked, if it really does not start:
Open the ingame console and type:
C:SetGlobal("ViconiaRomance","Global",1)
This step was not necessary last time I had to fiddel around with her romance script, but your circumstances might be different from mine.
Once she has talked to you for the first time you can load up the EE keeper again and switch your character back to elf / female / what ever else it was before, the check only happens before the romance happens, once it runs it runs.
EE keeper ->load save -> Switch to Viconia -> Local Variables tab -> Bottem left corner "Add" -> type it out, set the appropiat number and confirm.
If that does not do it use the C:SetGlobal(...) command line and adjust it according to what you want to do (change global to local, viconiaromance to what ever parameter you wish to edit / add)
Fair warning: This can take some trial and error, it is also a VERY good idea to keep a clean back up save.

Well, this was the first game to introduce romance system like this, I think, and they learned since.
the originals are more picky, and all elves. because the Bhaalspawn has a type.
you can't for instance date Nalia or Mazzy, because Bhaalspawn doesn't want to have relations with non-elves.
And they are not all Elves, as Jaheira is half-Elf. Or one could argue that half-elves is a sub-type of Elf, but they would aslo be a sub-type of human then.
