If you change the 30 to whatever value higher than 30, it'll make the game faster. But beware, it will make everything faster, including cutscenes and enemies.
I used to roll with 60 fps, but after i started playing on insane, i noticed that it wasn't a very good idea...
It basically gives everyone a haste-like status outside of combat and takes it away in combat. Doesn't interfere with the haste spell either so that's all good.

The Speedup mod is part of the "Convenience Tweaks and/or Cheats" section of the mod. You can select each tweak individually when installing. It might be a good idea to see if there are other tweaks that could make the gameplay more enjoyable to you.
Fair warning though. The speedup makes summons kind of annoying to use since they don't get the speedup and will be lagging behind the party.
