Nalia quest bug?
Aight so this is probably unsolveable and very unfortunate but asking here just in case
I just finished the Sphere quest for Valygar
And when we brought his ancestor out to see the sky, before that cutscene played I got the "noble guy arrests Nalia" thing. Then the little thing with Valygar's ancestor happened right after she gets taken away. I'm guessing as a result of that I wasn't approached by the guard who tells me to talk to someone in the docks.
What do I do now? Is Nalia just permagone now?
I can't find the pirate in the docks at all so I'm guessing because I wasn't approached he just didn't spawn

The hints from the guard named Khellor Ahmson are strictly required I guess. Is anything in the quest journal about this?

The quest journal didn't really say anything at the time
HOWEVER
3 chapters later I randomly found the guard in the Slums and the quest continued.
It seems that due to the fact that the Nalia event happened on the Sphere, the guard that was supposed to approach me spawned in the North Western part of the map and got stuck, unable to approach me. Accidentally ran into him while going into the Sphere to do stronghold things.
Poor Nalia spent around 50 days being kidnapped.

What a terrible bug, I had the same thing happen coming out of the lower floor of the delosar's inn in the bridge district. Quest spawned Khellor Ahmson on the balcony right ABOVE me, that is only accessible from INSIDE the inn. Spent awhile searching the prison, nobles district, the keep and everywhere else hoping to trigger the next step in the quest.

In all my years of playing I've never actually done Nalias questline to completion before, since I almost always run a fighter when I keep her or dump her after clearing the keep.
