if she's not you probably told her you never wanted to see her again and she left the game.
How do I use the game console to fix things?

It doesn't have to be the latest update. The point is that the Journal shows that I told her to wait for me, and didn't dismiss her. I did one prior SoA play-through with this version, and had no trouble recruiting her.
I doubt it will fix the problem so you'll have to enable the console and spawn her in too.
Dev can probably give you exact directions
I was mainly saying I don't trust the journal in earlier versions when presented with in game evidence to the contrary.
Edwin is a specialist mage with an necklace that cannot be removed giving him an additional spell per day per level. loses out on a school of magic.
Neera is a wild mage which gives her an additional spell per day (putting her on par with a specialist mage) without costing her a spell school. sure edwin gets one more spell school but Neera can use a level 1 spell slot to cast any spell thru a wild surge. so she could cast level 9 spells with a level 1 spell slot. she gets a bunch of gear to allow her to cast spells normally with dwemer wild surge a large % of the time.
I think it also bypasses the casting time.
she also gets a +/- 5 to caster levels on spell castings so she can roll high on dwemer and roll high on the second spell to add up to 10 levels to the casting.
Hexxat can't be raised from the dead which is annoying if your cleric AI is on, your cleric will waste its raise dead spells on her. she raises herself at night, she can't be chunked and carries a few interesting abilities. Jan is better as a thief though. due to the nature of HLA. and his gear is very strong.
I usually play a true neutral, myself, so I can alternate between doing good deeds and truly reprehensible things. Let's me do everybody's side quests, among other hings.
Theoretically, I should maybe stick to one alignment and run through each game twice with 2 different parties for a "purer" experience, but I don't have the time for that. It took me a bit over a year to do my first play-through. That included BG1, BG2 and BG. (Not Dragonspear).
Hexxat has some useful abilities that Jan doesn't, considering that a large portion of the sub-plot revolves around fighting the vampire thieves Guild. The prime one is that she is immune to level drain. And as a single class thief, she gains levels faster than Jan does. I have taken her all the way to the end of ToB, and at high level, she gets quite vicious with the right equipment.
