"Lower Resistance" is an actual Mage spell, so both Aerie and Nalia should be able to memorize it.
Edit: Are you sure you are not confusing "Protection from Undead" with "Hold Undead?" If so, then you have a bug since Hold Undead is an actual Mage spell that both girls should be able to memorize just as it happens with Lower Resistance.
When i have the spell in Aeries inventory it doesn't have a green background and its not on her spell list or mage book.
I know why. Aerie has low intelligence (only 16). So this means she's already maxed out of spells she can memorize at that spell level. Delete a spell from her repertoire, or better yet, have her drink a potion of genius to increase her intelligence and then memorize the spell.
Edit: You can buy potion of genius in the temple in Waukeen's Promenade.

you'd also need potions of genius to memorize 9th level spell scrolls.
which is apparently socially acceptable because someway thru the game every mage is going to be casting time stop on you while you get a sandwich.
and not just time stop, but contingency time stop. where you sit there and wait while he casts several spells at you.
such an unpleasant spell. that they gave to way too many mages.
Long time ago, I remember reading that the average person in the Forgotten Realms has about 14 intelligence. So I always took it as an equivalent of the Western standard of 100 IQ for the average person. This is why I never let any of my toons have less than 14 Intelligence, unless I'm actively trying to build a ♥♥♥♥♥♥. This means that companions like Aerie, who have 16 intelligence are actually way smarter than the average person. It's just so that they aren't at the top intellect of what we come to expect from their professions.
In LoB, most of my spells fail at a similar rate that you described it happens in Core Rules, so I don't think it changes per difficulty despite what the game says. Spell memorization is a pain in the butt, and something the original devs screwed up with big time. Good thing the game make up for that with other things. Which is why we still play it 16 years later.
The average is for all people. Mages are meant to be very intelligent and therefoer above 14. Time Stop is added for gameplay challenge and nothing more.
That's the easiest lich in the game, and possibly the only one you can kill being relatively low level. Just go in his room, as soon as he begins casting a spell exit! Then go in again and repeat till he runs out of spells. You can never have enough cheese :)
I wouldn't advice wasting that spell on a leech that can be dispatched so easily. There are far thougher liches that are far more worthy of that scroll.
