its a BG1 item, but you can try editing it in to BG2 for this purpose.

Probably? So you haven't confirmed this?
You MAY also be able to force Jaheria' s romance to start using Keeper to edit the game states.
Your other option is to download the EEKeeper (https://sourceforge.net/projects/eekeeper/), open your starting save file (in the Keeper, not in the game), and edit the global variable JAHEIRAMATCH to 1. (You can also set this via the console, but figuring out the right syntax was such a pain that I gave up and used the Keeper.)
