how come a apartment only houses 2 people?
it seems kind of silly that a apartment building houses as many people as a shoddy trailer park.

Imagine how much living space you'd have if they took more people. :) Would make that 'resource' kind of pointless.
Yeah, you need that for game balance - if this were a real situation, I'd be inside that fort if I had to sleep under the McNoodles dumpster. Manned walls between me and the zombies when I sleep would be worth the lack of accommodations. Guess I have the Camper perk. Gimme a couple blankets and a plastic tarp and I'll be set.

I mean if you're going to nitpick how does a farm produce food the day after it's planted and then enough daily all year long to survive from?

No concept of growth time or crop rotation, or seasons (and you're in a very cold region for crops too) etc.

If it helps your enjoyment of the game, you could always say that the already standing apartment buildings are in such a bad state that only one or two bedrooms and a bathroom are safe to enter. And for newly built apartment buildings, you could imagine they're built super tiny because materials are limited and needed in so many different places.
The short answer is it's for balance.

The longer answer is - The maps are whole towns, cities, etc. So if you had 100 survivors (if you're a player like me who wants to rescue all the survivors) you'd only really need 5 apartment blocks (if they housed 20 survivors each for example), so that would make having an entire map kind of pointless as you'd only really need to take over a handful more locations to have all of the remaining facilities to be a fully sustainable settlement.

At the same time, as the rival factions don't seem to have 'needs' (food, buildings, housing, etc.. to my knowledge) like the player's survivors do, they would presumably spread across the entire map like a wildfire resulting in you being trapped in a tiny plot of land, with no freedom to explore and scavenge additional supplies.
