It lures (normal) Zombies into that field from fields around.
In my personal opinion not very useful, because its very late in research to "distract" the zombies (especially in impossible mode...)
Super Zombies are killable in Version 71.5 and there "fixed" when attacking them, you can kill them without moving away

I have wondered do any of the workshop weapons(explosives, zombie bait, traps, fireworks) help that much in impossible?
Traps can keep a "calm" zone around the fort, especially at stratecic points (brridges) extreme useful.
Baits to create a field for "moore" zombies (near enemy factions) or to reduce in neighbor fields (in combination with traps on Field A and next field Bait really good to keep the trap field clean!)
fireworks improve the happiness (great!)
Medicine kit is ultimate when a survivor is injured ;)
(for me personally i dont use bait or explosive and rarely fireworks, primary medicine kit and sometimes traps...)

I am 95% sure you can't use the explosives on other factions(I have tried multiple times). At least not on the current version released on Steam.
