Just go on the offensive, zombie attacks seem to trigger based on how many zombies are in a tile. By keeping ahead of the zombies by sending out soldiers to kill zeds in a tile you're keeping their numbers down.
You can even attack a zed hoard before it attacks you, this is also good for stopping them quickly.
After 50 days for example the danger will be at around 5% per tile. So say there are 10 unoccupied buildings around your fort, well you can do the math. You can also try reducing the % of danger by taking over malls, banks and police stations.
Try to get a lot of soldiers and scavengers early on to clear some tiles while scavenging for food so you don't have to reclaim farms and use even more resources.
At around day 50 try to find a laboratory, train a survivor to become an engineer at a school and try to get the double rations from farms tech.
If you have rivers in your town and have managed to clear a good chunk of it, bomb some bridges to reduce the amount of zombies coming from one side.
Two builder into parks to gather building material and one engineer doing zombie traps. But them around you walls and the zombies will die out over time, so the only remaining problems will be Zombie Mobs and Zombie Roamers, and of course raiders from the others gangs.
When you start, scout out the surrounding tiles and find the closest 'wall' (river, mountains, ocean) and build towards that. Rivers are handy. Get a wall at your back then try to find the next closest wall so you have two sides defended. That means no zombie hordes will spawn behind you while you explore and branch out.
As you are building yourself in, scout out the surrounding area. Try to keep atleast 2 zones away from your territory scouted and cleared, so you should have little to no red zones within 2 blocks. That will keep the zombie horde numbers down.
From there you can do other stuff as you expand. Get builders on a park or two to harvest wood. Find or build a lab and workshop and build a few zombie traps, plus whatever else you are running low on. Scouting, clearing, and recruiting gets you many survivors to expand faster. Always keep at least two walls to your back and side as you expand. Rivers and bridges are useful chokepoints if you grab it and stick 2 soldiers on it to defend it while you expand elsewhere.
