As for gear, obviously you should take the best of what you had on the last city. Don't be afraid to leave your best survivors' children behind if they have them. This is survival after all and you really can't afford to leave that A-List Equipment behind in favor of a kid that nerfs a survivors skills. No amount of happiness bonus is worth geting your face eaten off for.
1 soldier
1 scavenger
1 builder
and if it's by plane, 1 engineer
Make them train in schools to become max level in at least 1 skill
and remember to equip them with the best equipment
A few tips for that is:
Special binoculars (to scout the city faster)
The best weapons (such as minigun and rocket launcher)
The best 'tools' for each skill (fx. tool box and fare gun and "special" items (fx. terrible comic)
Maybe a child or two, if you wish for more survivors (remember to chose those at age 13, as they are allmost grown up)
I try to chose immune people, as they have a higher chance of survival (grown up children have a much higher chance to gain the immune perk, than other adults)
