Pharmacists don't seem to be selling bath salts in one of the cities

The first time you meet Pharmacists, in the city which you can go-to by the second plane you find in the campaign and there are Dhalia's, Leet Crew, Bikers and them there, they don't seem to be selling bath salts, ever. Neither does anyone else on the map.

This looks like a bug, and the worst thing about it is that you can reach that city having already done every achievement which you could in theory do there. It would be a nice place to get the "use 50 bath salts" achievement, but since they don't sell bath salts it seems like you have to slog through the apparent side-track map, waste the benefits of getting there with 6 survivors via a plane, and get nothing out of it...

Am I missing something? Is there a quest chain there which gets Pharmacists to sell Bath Salts?

Ok, correction, they do sell them. This started happening after one of the following things, which also might be connected or not:

- I got into a no-special-event related war with the Last Judgment (and won)
- I got approached by the leader of the Pharmacists with an event
- I got allied with the pharmacists

It's not very often in the campaign (so far) that you need to be allied with someone to get their special quest / achievement, in fact it seems to kinda be the opposite, so I thought I had to wait for whatever to happen. I also feel like there was some quest chain in this town involving the Last Judgment which I missed due to not talking to them (there was some young guy with some events). If Pharmacists selling bath salts is related to that, then I get why I missed it.
