Gustav stops appearing

It's been several game weeks and there is no sign of Gustav. I wouldn't care, but I need to find a pilot and the log entry says talk to a faction or Gustav. The only other faction on this map was the Pig Farmers, and they're long gone.

Is this a bug, or just the RNG being cruel? I can still leave the map on foot, but the plane carries 2 more survivors...

Edit: Shortly after posting this, Gustav came by. I think he was just waiting for me to say something. He's funny that way.
