Rebuild 3 has, way, way more in-depth, and if it's on sale, it's a great buy.
The concept is the same. The mechanics are the basically the same, as are the tactics (I found my style of playing in Rebuild 1 and 2 still worked great here). But they added much more.
For example, you're still recruiting and equipping and helping survivors, but now each have a back story that they'll tell you over time, which unlocks new traits. They can get pregnant, have kids, which will grow up to be new survivors.
And it's not just your survivors. There are other groups in the game that are also trying to rebuild. Remember how you were attacked by a biker gang in Rebuild 2? That was just an event in the other game, but here, they're actually a faction that have their own base, which you can attack...or ally with, to jointly fight the zombie hordes.
It's also not just 1 city to reclaim. There's a series of cities you're traveling through, rebuilding each one, as you and your a small team of your best survivors seek an end to the zombies. There is an ongoing storyline and, after 100 hours on Normal, I finally found a good ending.
TL;DR - way more than a Flash game now, I wish I knew before, a story-driven campaign, totally worth it when it goes on 50% off sale or something.
