You have to unlock buildings in the game. My suggestion is to build one of each building you get to make sure you unlock all the buildings it gives you access to. Such as building a tree greenhouse unlocks ground fertilizers. Building a ground fertilizer unlocks area fertilizers and so on. Even if you are not going to use the building at that point build it and then deconstruct it that way you do not lose any materials. The exception to this is mega structures such as climate regulators, geothermal plants, warehouses, etc. Those have specific purposes and are unlocked through terraforming stages or analyzing elements in the material analyzer.
Regarding the removal of the area fertilizer question, idk at this point, but I'm going to try in the new game I just started.
