Refined Cobalt

Does anyone know how to make refined cobalt? you Can't make the higher quality solar panel without it.

You'll need a Refiner, which requires you to have built a Part Producer before and found some Sulfur.

Part Producer? is there something specific I have to build in order to for the Part Producer to become available?

I also didn’t understand how to get it at first. It would be great if there was some help on obtaining resources. Maybe a codex or a technology tree. Otherwise, everything opens up like the beginning of a game of board cards (you don’t know what will come out) and you quickly get lost.

Thank you for the info on needing to have found some sulfur. I had to restart the water planet because I accidentally built a warehouse on top of an iron node and the iron node vanished (0.49 I think); I dug around and never found it although it still showed up on the map. Then I couldn't figure out how to get the Refiner back until I read this. Great game so far! Thank you!
