Win.10 with DirectX 12. Everything up to date, and I have verified the file integrity through Steam.

1. Check for updates and update to latest. Restart. Try game.
2. If updating Windows didn't help, then go to repair Windows while leaving documents alone. It might not work the first time, no problem, click retry. After it repairs, it will notify you to restart pc. Restart your pc. Try game. It should work.
