Missed blueprint in theater

I missed the explosive blueprint in the theater, after completing the level it will not allow me to return and pick it up? So have I permanently missed out on the explosive blueprint on this save?

Yes, unfortunately. I think this could do with reworking. I'll try and figure out a way to grant these blueprints by alternative means if they are in locations that can't be returned to.

Sorry this isn't an ideal answer right now.
