Rough frames in Meridian and busy settlements normal?

Running the game at constant 90fps in almost every area very smoothly but as soon as I enter Meridian the camera movement is rough, like its no longer smooth despite the frame counter still saying 90. It was similar in the proving settlement but kinda ignored it since I dont go back there. Yeah there is lots of NPCs but I wanted to know is it a game issue or my hardware is lacking? I have a 4070ti with 5800x3d, play on 1440p with dlss quality, high settings.
