Transmog does not seem to reliably work

If you load/continue a save which had an outfit with apply look the outfit look is not drawn. The outfit with apply look is still marked in the inventory. It is just not drawn. Simply removing the look and re-applying it seems to work around the bug.

one thing I've noticed too, I usually play with the "Nora Silent Hunter" outfit for a maximum of stealth, transmog into "Shadow Stalwart".
My stealth stat changes.... The machines spot me more easily, I don't know if the stat really changes or if it's the noise of the Shadow Stalwart outfit (it makes a metallic sound when you move and the Nora outfit doesn't).
In both cases, a function that is supposed to change only the appearance clearly modifies the properties of the outfit equipped.
It's easily verifiable, the stealth icon changes after the transmog, there is clearly an "extra bar" when you move

Also if your base outfit is the Shield Weaver and you try to change the look after a few minutes the game does a hard crash

Well I can't explain why it is happening for me. I put on the shield weaver then try to change the look and it never lasts long then when you reload the game the new look is gone and only the shield weaver is visible

For anyone who is facing this issue...there is a fix ( somewhat )...What you can do is buy your armor that you want to have equipped and equip it...save your game and restart it...then buy the armor you wanna transmog and apply the look ( basically buy your transmog armor after you have bought and equipped your main armor )...that should ( hopefully ) work...if wanna upgrade remember to remove the transmog and sell the transmog armor and repeat this process...hope this helps 😊
