That's because they haven't implemented PROPER Gyro support in the game. This garbage implementation is emulating the right analog stick, so basically you're not moving the right analog (camera stick) with your right thumb, but through the motion (gyro) sensor. Therefore, you are limited by the max camera speed that is possible by tilting the right analog stick to the max.
Should they had implemented PROPER Gyro, then, there wouldn't be a maximum speed cap, just like there wouldn't be with a mouse. There would be a sensitivity setting, but not a speed limit. So, you could just snap your controller to a specific direction and the camera would instantly reflect that motion.
