People are saying the remaster has bad performance.
That it's stuttering and have framerate issues in certain areas.

Is this true? Thinking of buying

No issues here my friend, not saying it will be great for you though.

I have 0 issues and running on everything maxed at 2560x1440p.
that being said, whether you have issues or not will largely depend on your pc and what you got running on it. So take what everyone is saying, including me, with a grain of salt.

Worst case you can buy it, try it, and refund it within the timelines of Steam.

That's the PSN Malware in action.

Performance seems ok, atleast based on the benchmark. It was hovering around 70 fps at @1440p with details set to high/very high
One of the improvements is that the game now stores the benchmark data :-) https://steamcommunity.com/sharedfiles/filedetails/?id=3358238765

No issues with performance, runs as good or better than the original. Have had issues with the game locking up after running Benchmark.

only major performance issue i saw was the intro before Main Menu where it kept freezing up randomly

I saw some serious traversal stutter after first import of an existing HZD save. Walking around Meridian. It was probably shader compilation stutter as it quickly disappeared. I did not notice and shader precomp step at the initial start.

I do notice a "waiting for shader ..." briefly flash at the bottom right screen location on a fast travel or save load. So maybe there was a bug where the precomp did not happen on first load and existing save file import.

I have also noticed some major texture streaming issues in cut scenes. Teb's face tattoo appears and disappears at times when talking to him. When talking to Erend before the proving and background wood structures often get seriously low rez textures that often return to normal on the next camera cut to Aloy and back.

PSN is an online Account that gets linked to your Steam account, there's literally nothing PSN related "running in the background" of your PC, it's just an activation type lock (which is OBVIOUSLY STUPID and SONY HAS TO REMOVE IT REGARDLESS)

This is literally Horizon Forbidden West "under the hood", so it SHOULD perform relatively the same, give or take the "optimization" of the individual assets.

I ran the benchmark a few times with different options to find the best performance on my machine. With DLSS frame generation the benchmark results looked best, with a solid 120FPS for most of it, but there was horrible stuttering when the game was in motion.

A bit of fiddling got me a solid 60FPS with no stuttering.

I have seen no issues so far (although I'm not very far into the game yet). I'm not using any upscaler, just DLAA and I'm around 90 fps @ 1440p with high settings. As for the PSN requirement, I do have a newly created account, but I'm using the workaround to launch the game.

There is the PSN overlay that runs in the background at the same time as the Steam overlay, but these processes don't consume much CPU unless you press the hotkey to bring them up. On modern computers and Windows, this doesn't matter at all and does not affect the game.

And yes, this remaster is graphically close to West except for some textures and various odds and ends, Aloy being the same as in West. So it's almost as beautiful and requires as many resources. The bugs should be fixed fairly quickly, logically.

You do realize that DLSS FSR, XESS, TSR and any other of these "magic algorithms" are garbage in ACTUAL use.. The lower (REAL) framerate, without this hallucinated (as per Jensen's own words.. ) frames is always going to be the smoothest of the two.
Frame generation, sorry, I meant "FRAME HALLUCINATION" to be consisten with nVidia's own.. Jensen, is just a sad fad.. The sooner we accept reality, the better for everybody.

That IS.. the Steam Overlay tho, it just displays SONY's own PSN UI.. but the "physical process" itself is still Steam, steam's overlay specifically..

To be clear, there's no.. PSN launcher or any other plugin of sorts with it's own process ID and resources running along Steam in the baackground as far as I'm aware.. It would be MALWARE behavior otherwise indeed for SONY to do so..
