No surprise. Why someone would be a PS5-tier remaster of a PS4 game than attempt to run on it on handheld weaker than the PS4, I've no idea. You're buying a remaster then degrading it to sub-og fidelity running at half the frame rate of the og game.
I just finished this game on Steam deck OLED had hair and textures on medium and all else on low and the fsr on and it was running 45-107fps
Did u try the mod he suggested in the OP post??? My above settings worked well and looked great.. They didn't require mods, or proton but I do use the ... button's GPU overclock in the lightning tab.... Most of those settings i could go without but it would be nice to have extra extra nice graphics....
Steam deck mod file location is annoying but it will definitely boost the fps a lot... usually it removes clutter and fogs but that one says it fixes the fsr to be more effective
