if you have already the saves on your pc from a previous installation you don't need to redownload the complete edition version

Well, obviously. Steam doesn't have access to PlayStation cloud storage. Why is this such a surprise to you? It's like saying "I was working on my school homework on Windows, but then I bought Apple, but my homework is not in the iCloud!? Why?!"
You wouldn't have to re-download them if the Horizon Save Game folder was still in your Documents folder. That's where this remaster looks for importable saves.
