Neither Sony nor Guerrilla nor Nixxes nor Steam are responsible for the laws and censorship of countries, as far as I know. All they can do is make sure that these laws, even if they are questionable, are respected, as well as help to improve them. Thus talk to them.
Going into the government to ask about playing a video game is kinda wild in my opinion
Everything was working before , I buy the game I play it.
All of a sudden :
I buy God of War , I cant buy God of War Ragnarok
I buy Horizon Zero Dawn , I cant buy the Remaster
I dont think out country has anything to do with this situation.
The only thing that might be a case is : If the game is somehow related to the country or breaks a law. ( which im sure we dont have )
Otherwise ... secretly and suddenly locking the country and not providing a reason for it is... yea ... pretty crazy to do from a big publisher
Gonna put a in real life example : Imagine your wife just divorces you , doesnt give you a reason why. You are clueless and you never get an answer. Then you start looking in other direction for answer ( link from government websites you provided ) which have nothing to do with the situation.
It's due to Sony's inflexible PSN account creation. You can't select half the countries on earth. Also if you ever move country, you can't update your country or add payment methods from your new home.
Helldivers 2 was the first game that had PSN on PC. Initially was purchaseable worldwide, later PSN account was added, suddenly players in countries like Iceland and Macedonia couldn't play the game, Steam started mass refunding users, told Sony to fix it. Sony fixed it by refusing to sell the game digitally on Steam to those other countries, rather than fix it's account system.
If Sony ever pull their fingers out of their ass, they might fix PSN or remove the requirement.

You seem to be misinformed.
For PSN to be available in a given region / country Sony has to adhere to the laws there and government guidelines since the servers holding the data would be there.
9/10 times its simply not worth the hassle to comply with all the absurd laws and government directives in certain countries, hence no PSN there.
PErfect example is one of the EU countries where creating a PSN account actually requires you to submit a copy of your government issued ID card because that is a requirement the government put on.
Wrong: it's you spreading misinformation, even if I don't know all the ins and outs.

If it was any other publisher that relies on thir games being sold , they would have gone bankrupt.
Luckily Sony sells playstations and other products so they can do this.

Sometimes, with a long-term vision, one do not do certain things for profit even if covering costs is important.
Horizon is a flagship license for Sony.
Imagine you bought a car and after some time. You see that the company is giving out new paint jobs (remastering) it and that you could upgrade your car. Now you go there and they tell you "oh because you live in this region you cant."
It just doesnt make sense
But sure, this is down to Sony, the mandatory PSN was a lunacy to begin with. To still have region locks despite PSN not being madatory anymore is idiocy, plain and simple. But yeah, a potential customer can only complain to Sony and hope... .
