You want no limits, play Cities Skylines 2 or Transport Fever 2 instead, and enjoy the lag as your cities grow, lol.
In my game, I don't even use them at all. The only tracks I use is for freight, as import/exports are needed for this game for commerce to work. But I don't make specialized industry and import it in the game to feed commerce.
To keep tourist traffic low, I only use parks and very few unique buildings, as they draw a lot of tourists. I avoid monuments as they are just too overpowered, especially the Space Elevator's tourist spam. It can get out of hand quickly. I plop it early game, as to manage it better, rather than suddenly plop it mid-game with +100,00 pop city and grid lock the whole city.
My last and still current city has reached every one of the base game and the modded limits all in one city all at once.
There is nothing left for me to do in this relic legacy game unless that changes.
GOOD ONE! Don't believe I've ever heard that one before. 256 TL limit? That's a serious amount of public transportation. All those connections ? Really I'm going blind just thinking about it.

I see. But it seems like a non-valid decision coz it advices to make routes longer. Just think if someone wants to use all squares in game. Making routes longer won't give you smth better, but your cims will spawn and wait for transports.
I think this limit can be explained by database structure. As it seems, using tinyInt type gives you 256 objects total. Maybe it was made in program code - checking for the limit before using database. So, it's bad.
Maybe you just need a map that has more water to make it look more to your liking? Maybe below 50% buildable areas?
Maybe, you're right. But it wants to play all the maps ) That's why I asked about this problem. But, so< it's a good advice for the future.

Yes, there are varying reasons that you hit limits. You need to realize that programming and games in general are always running into limits. Thankfully this game reveals the limits so they can be fixed by the devs or even modders, to keep the game going further than designed.
You also need to understand that mods alter the game code and can interfere with other mods, let alone having multiple mods working at the same time that are altering existing code and can cause issues against each other.
But in most cases, it is mayoral error from not understanding how the game works. For example, you can lower traffic limits by simply modifying the roads and district to move cims around more effectively. Each district should be well balanced (optimized) with little excessive traffic.
But as you already realized, you just can't throw in a mod and have it do what you want. You may need to do a lot of research or even persuade another user to create a mod for you to do what you want.
This is the best thing about this genre. It is designed in many ways so you can build your city your way. It's just sometimes the path isn't so clear to understand and achieve.
