Report a translation problem
I am doing the same as jbc - I am playing my city without any of the new ped zones or service points. I haven't run into any issues using the new DLC content like metro stations and parks, it is just the ped zone with service points that blows the whole thing up. If you add a zone and service point and remove it later, you're still broken, so just don't use them at all right now if you like your city.
Workshop has other pedestrian only roads so I am using those instead in the places I had put the DLC ped zones in.

My hunch is that it either has something to do with Realistic Population Mod or TMPE. High-density residential buildings have far more people living in them if using Realistic Population compared to vanilla. As far as TMPE, the author said that the new pedestrian roads currently causes the realistic parking AI to go haywire. That said, if I remove both of those mods from my broken save it still doesn't fix the issue.
City pop was only 100k and had 524k units in place.
I deleted everything on my entire map, and reloaded - still using 400k units. So something is borked.
I got the same Problem...no idea what to do
