It was a forest district...
Previous to this. I was able to build an oil district without any problems like this.
It took like 20-30mins when something started building..
Its really weird I dont know what caused such thing to happen... everything was already complete from road connections to services.
Out of nowhere it started building, but it took a really long time(Well for me 20-30mins is long). This happened to me a few times already since my previous games.
I've just noticed in the past that it seemed to take longer without, maybe it was just me.
But then, did your oil industry work properly?
It did. On some previous occasions, the same thing sometime happens even the industry is generic.
In answer to your question, the orange bar doesn't mean just industry. There is a good chance the demand you are seeing is for offices, not industry. If your education is high, then there's a good chance this is it.
This makes total sense!
Based on my previous encounters regarding this same occurrence , this is what might be the case!
The industry zone is not constructing anything (im trying to make a GENERIC INDUSTRY).

but in my last 2 cities, whenever i build indu it would not spawn any building until i actually connected power closeby. maybe i just was too impatient, but at once time i had water everywhere, but no power. i waited 10 full minutes at max. speed, no buildings. i got a powerline closeby and buildings started to plop instantly!
This doesnt make anysense but it worked!!! This is a weird bug.
Because at the beginning of the game or whatever doesnt matter, you dont need powerlines for something to pop up i.e. commercial,residential. You also dont need to put a powerline nearby an industry zone for it to start constructing...

I did what you just said, this is so weird 1st step: Power line 2nd: industry started constructing(which this is not the same case on my previous industry zones)
This is pretty weird!
Problem Solved!
it wasn't working for me either so i saved, completly closed the game, reloaded the save and sure enough there went the first factory
