1. Segment too short near zero length, this can cause by maxing out Node Controller offset
2. Segment too long exceeding 40 grid length, this can happens due to user error with MoveIt or Network Miltitool
If none of these applies, the usual action to take is just bulldoze the faulty roads and rebuild them
The symptom I had:
Perfectly working city suddenly slowed down - cars moving at a few FPS, but I can still pan my camera around nice and quickly. Reset stuck citizen with TM:PE and city jumped back to life. Ahah! When it slowed down again, I did what I mentioned above and things are good.
You can also use BND to check for too short segments, disconnected PT stops, broken nodes , etc.
My city right now has a population 560,000 and is running smoothly after getting rid of my stuck citizens - I had them stuck in 4 different areas of the city - no idea how they got stuck, but they would just stand there, a bunch of them on top of each other, not walking. Get them moving again, and your game gets moving again.

560,000+ people? I'd love to see your cargo train congestion, if any.
