How do i get the european style houses?

Yes, you're right, the European theme more closely resembles architecture styles from France, Germany and the Netherlands. I can't complain, because I do like them.
British architecture styles can be used however. There's a ton of custom assets being made in the Workshop and there are plenty of maps of places all over the UK. So there's no stopping you building any British city.

i was playing on the cliff side bay one but all the houses and stuff still look the same.

Only High density residential, offices and high density commercial are European themed.
Take a look at the cool new Landmarks too, they're worth unlocking and mod usage will not prevent you unlocking them ;)

There are a number of ways to prevent that happening. You can use the district policy High Rise ban to prevent them turning into evolving into non european architecture.

You dont need mods now, its built into the basic game.
