Just let them work away their short lives (just a few years in-game) in a factory or something. Their descendants will be able to go to your elementary schools, high schools and, eventually, universities. Each and every citizen is educated individually, you can't just make a house become green by plopping down a school - you have to wait for the generations of children to attend and earn their education.
Also you can get education done with only one school of each type, it just takes even longer. (I found this out when I was trying to keep my people stupid one game, because I had a lot of farms. Had one of each type of school....Da dag gone pupule still got smarty) There is never as need to put down more schools that you need to cover the current need.
