How to get Steam workshop mods to work in the game?
Okay,

I've got a lot of mods that I'm subscribed to, however as far as I can tell they've been downloaded, (at least I see the little "downloading" wording when ever I subscribe to a new mod.

But while they all show up in the Steam Workshop area of the custom content area in the game, they simply don't activate in the game.

I'm sure I must be doing something wrong, but what?

When the title screen comes up there should be a small black rectangle under steam work shop. Click on it and you can choose which mods you want to activate.

Before you load up a save game or start a new city, open your Content Manager and then view Mods. You can activate and deactivate the mods you want to use while playing. Remember to turn them off again after that session. Starting a good habit of turning them on and off so that you only use the ones you need when you need them will save you potential trouble later if you always leave them on.

which is a terrible boring chore with the current UI

My workflow during a city build varies a lot but generally depends on whether I'm going to build it all from scratch or build it bit by bit.
If it's a complete city layout, then it's quite easy to split the project up into stages and use (or not) mods that apply to each stage only.That only requires a small handful of utility mods, which are quite easy to find in the list and turn on/off at need. I don't find that a chore. In fact by going to the Content Manager/mods first before I load up a save game, seeing which mods are currently active helps remind me at what stage I was at lol.
If it's a slower, bit by bit growth, then I usually build with no mods at all.

So this shows all the mods from the workshop that I'm subscribed to...

This shows that there's only something like 4 of them that I can turn on or off. So how do I get all those listed in the original screenshot above to show up in my game?

No, I've got pages of mods subscribed, and in the content manager in the assets panel there are a total of 8 items listed. In the steam workshop where it shows what I'm subscribed to, there are pages of mods, in the content manager there are only the vanilla 4 mods shown available.

In the above screenshot you can see that almost the first page of steam workshop are mods and not assets but they don't show up available to use in the game.

I'm not even sure where Steam is downloading and installing them to, there not in the hidden folders and not in the games steam folder. So I'm guessing that it's saying it's downloading but not actually doing it.

When I go to my Steam profile and select Workshop items, there is a drop down menu on the right to show all subscribed items. For me currently that's 345.
Meanwhile when I start the game on the title page, it tells me I currently have 9/47 mods active.
I can verify for myself that I do indeed have :
47 mods in my Content Manager/mods, of which, 9 are switched on
6 Colour corrections (LUT's) in Content Manager/ Colour Corrections (These incidentally do not appear in game until I select them from the list in graphics settings while in game.)
292 assets in Content Manager/ Assets, of which 270 are turned on
= total 345
So, no bugs for me then.

For me it was solved by unsubscribing to all CSL mods, uninstall and reinstall game, then start adding back in mods.

Oh I also changed the download region in Steam but that didn't seem to do anything to help the problem.


Not sure why but it seems to affect some people but not everybody.
